When should the Delivery Order be arranged? Who collects the container from Laem Chabang? What happens after the container reaches the customer? And when is the shipment actually considered complete? In this real shipment case study, Provila takes you through the process of importing a 40FT FCL container of fitness equipment from China to Thailand, from document preparation to customs clearance, warehouse delivery, unloading, and finally returning the empty container.

Origin: China 🇨🇳

Destination: Laem Chabang, Thailand 🇹🇭

Mode: Sea Freight

Shipment Type: FCL

Container: 40FT

HS Code used for this shipment: 9506.91.00

Import Duty used for this shipment: 0%

VAT: 7%

The key documents prepared for this shipment included:

Commercial Invoice

Packing List

Bill of Lading (B/L)

Form E

Now, let’s follow the container from China all the way to the customer’s warehouse.

Step 1: Check the Import Documents Before the Vessel Arrives

A smooth customs clearance process should start before the vessel reaches Thailand.

One of the first things we do is review the import documents and make sure the important information is consistent.

For example, we check the product description, quantity, value, weight, shipper and consignee information, B/L details and other information required for customs declaration.

Why do this early?

Because finding an incorrect document while the cargo is still moving gives the importer more time to coordinate with the supplier or origin agent.

Finding the same problem after the container has already arrived at Laem Chabang can be much more inconvenient.

For this shipment, the main documents were:

Commercial Invoice — shows the goods, value and commercial transaction.

Packing List — provides packing, quantity, weight and other shipment details.

Bill of Lading — identifies the sea shipment and relevant shipping parties.

Form E — used where applicable to support preferential tariff treatment under the ASEAN-China trade arrangement, subject to the relevant rules and customs acceptance.

The lesson is simple:

Customs clearance should begin with document checking, not when the truck arrives at the port.

Step 2: Ship the 40FT Container from China

Once the cargo and documentation are ready, the fitness equipment is loaded into the container in China.

For this case, the shipment moved as:

China → Laem Chabang, Thailand

using a 40FT FCL container.

FCL means Full Container Load.

Unlike an LCL shipment, where cargo from different shippers may share container space, an FCL shipment uses a container for one shipment.

For bulky products such as fitness equipment, container planning is particularly important because the equipment may vary considerably in size and weight.

Loading is therefore not only about asking: “Will everything fit inside a 40FT container?”

The shipper should also consider safe packing, weight distribution, protection of the equipment and how the cargo will eventually be unloaded at the destination.

Step 3: Vessel Arrives at Laem Chabang

When the vessel approaches Thailand, the destination-side operation becomes increasingly important.

The team monitors the vessel arrival and checks whether the information required for customs clearance and container release is ready.

The objective is to connect the different activities without unnecessary waiting:

Vessel Arrival → D/O → Import Declaration → Tax Payment → Customs → Container Pickup

This coordination matters because a container sitting at the port is not simply waiting for delivery.

Shipping line conditions, port-related charges, container free time, truck availability and the customer’s warehouse schedule can all affect the final cost and timing.

Step 4: Exchange the Delivery Order (D/O)

After the shipment arrives, the Delivery Order (D/O) must be arranged with the shipping line or relevant agent according to their procedures.

The D/O is an important part of obtaining release of the shipment at destination.

At this stage, we also check the relevant shipping-line charges and release conditions.

This is where good coordination between the shipping line, customs clearance team and trucking team becomes important.

There is little benefit in having a truck waiting if the container cannot yet be released.

Likewise, having the container ready but no available truck can create another delay.

Step 5: Submit the Import Declaration and Pay Tax

The next major stage is Thai customs clearance.

For this shipment, the customs declaration used: HS Code: 9506.91.00

The import duty applied to this particular shipment was: Import Duty: 0%

with: VAT: 7%

One common misunderstanding among first-time importers is: “If the import duty is 0%, does that mean there is no import tax to pay?”

Not necessarily.

Import duty and VAT are different.

Even where the applicable import duty is 0%, VAT may still be payable based on the applicable customs valuation and tax calculation.

This is why importers should calculate the landed cost, rather than looking only at ocean freight or the supplier’s selling price.

Step 6: Complete Customs Formalities and Release the Container

After the declaration and relevant payments are completed, the shipment proceeds through the applicable customs process.

Once the cargo is cleared and all necessary release conditions have been completed, arrangements can be made to collect the container.

For an FCL shipment, this means arranging a tractor/head truck to collect the loaded container from the port.

Before dispatching the truck, the team should confirm that the container is actually ready for pickup and that relevant port, shipping line or container-related charges have been handled as required.

This prevents an expensive situation where a truck reaches the port but cannot collect the container.

Step 7: Heavy Container Pickup from Laem Chabang

The truck now collects the loaded 40FT container from Laem Chabang.

But container trucking requires more planning than simply giving the driver the customer’s address.

The team needs to coordinate:

Container availability → Truck booking → Port pickup → Warehouse receiving time → Unloading arrangement → Empty return

The receiving warehouse should also be prepared before the container arrives.

For fitness equipment in particular, some pieces can be bulky or heavy. The customer may therefore require labour and appropriate unloading equipment.

This should be planned before the truck leaves the port.

Step 8: Deliver to the Customer and Unload the Fitness Equipment

The container is transported from Laem Chabang to the customer’s warehouse.

On arrival, the next operation begins: unloading.

For this shipment, labour was arranged to unload the fitness equipment from the container at the customer’s warehouse.

This part of the operation is easy to underestimate.

Imagine a 40FT container arriving at the warehouse while nobody is available to unload it.

The truck waits.

The container waits.

The driver waits.

And the available time for returning the empty container continues to run.

That is why Provila treats final delivery as part of the logistics plan rather than an afterthought.

Step 9: Return the Empty Container

The customer has received the fitness equipment.

Is the shipment finished? > Not yet.

After unloading, the empty container still needs to be returned to the designated container depot according to the shipping line’s booking/instructions.

The trucking team therefore takes the empty container from the customer’s warehouse to the designated return location.

Returning the container within the applicable free-time conditions is important because late return may result in additional container-related charges, such as detention, depending on the carrier’s terms.

Only after the cargo has been delivered and the empty container return has been properly completed can the physical FCL movement be considered fully closed.

The Complete Journey

The entire shipment can be visualised like this:

China Factory 🇨🇳

↓

Shipment Completed ✅

What Can First-Time Importers Learn from This Shipment?

The biggest lesson from this case is that international freight is only one part of the import process.

A freight quotation might tell you how much it costs to move a container from China to Thailand, but successful importing requires coordination beyond the ocean freight itself.

You also need to consider documentation, customs classification, applicable tariff treatment, VAT, D/O, shipping-line charges, port procedures, container trucking, warehouse readiness, labour for unloading and empty-container return.

And all of these steps affect one another.

For example, a documentation problem can delay customs clearance. Delayed clearance can affect the truck booking. A delayed truck can affect warehouse scheduling. Slow unloading can then affect the empty-container return.

That is why the most effective approach is to plan the shipment as one complete journey, rather than managing each stage separately.

Planning to Import Fitness Equipment from China to Thailand?

Whether this is your first container or part of your regular import business, Provila can coordinate the shipment from international transportation through final delivery.

Our services include:

Sea Freight – FCL & LCL

style="text-align:left;">นมผงขาดมันเนยอยู่ในกลุ่มสินค้าที่ประเทศไทยมีมาตรการควบคุมการนำเข้า โดยกรมการค้าต่างประเทศระบุพิกัดที่เกี่ยวข้อง รวมถึง 0402.10.41.000 และสำหรับสินค้าที่มีถิ่นกำเนิดและส่งมาจากประเทศสมาชิก WTO มีระบบหนังสือรับรองสิทธิชำระภาษีภายใต้โควตา WTO ที่เกี่ยวข้อง

Shipment Shipment

Commercial Invoice

Packing List

Certificate of Origin (CO)

Bill of Lading (B/L)

Certificate of Analysis (COA)

Shipment

USA → Thailand

Import Customs Clearance

Import Duty: 5%

VAT: 7%

Thai FDA

LPI = License per Invoice

Step 8: Customs Release →

Port → Truck Pickup → Customer Warehouse

Importing Food Products into Thailand?

Provila provides end-to-end logistics coordination for import shipments into Thailand, including:

Sea Freight • Air Freight • Customs Clearance • Thai FDA Coordination • Import Documentation • D/O Coordination • Inland Transportation

International logistics does not always mean shipping cargo directly from the country of origin to its final destination. In some cases, Thailand serves as an important transit point connecting international sea freight with cross-border road transportation to neighboring countries. In this real shipment case study, Provila Holding Co., Ltd. coordinated an LCL shipment of supplements originating from Liverpool, United Kingdom, arriving in Bangkok, Thailand by sea, before continuing to Myanmar by truck. What makes this shipment particularly interesting is that the cargo was not intended for import and sale in Thailand. Instead, Thailand was used as the transit country, requiring coordination between shipping documentation, cargo arrival, Delivery Order, Thai customs transit procedures, truck loading, customs sealing, border formalities, and onward transportation to Myanmar. Shipment Overview Origin: Liverpool, United Kingdom
Transit Country: Thailand
Final Destination: Myanmar
Cargo: Supplements
Shipment Type: LCL
Weight: Approximately 1.3 MT
Transportation: Sea Freight + Cross-Border Trucking
HS Code used for this shipment: 21069092 The overall transportation route was: Liverpool, UK → Bangkok, Thailand by Sea → Myanmar by Truck Although the route looks straightforward on a map, successful transit required planning before the cargo even departed from the United Kingdom.

CARRIERS RESPONSIBILITY CEASES AT POD; FOR IN TRANSIT, ALL COST/ARRANGEMENTS/RISKS ARE ON CONSIGNEE'S OWNER ACCOUNT HS CODE 21069092”

The wording is important because it describes the intended routing of this shipment:

Liverpool → Bangkok by Sea → Myanmar by Truck

It also distinguishes the ocean carrier's responsibility from the subsequent transit arrangement after the cargo reaches the port of discharge.

The exact B/L wording required for another shipment can depend on the carrier, routing and shipment arrangement. Therefore, this example should be treated as the wording used for this specific shipment, rather than a universal B/L template.

Step 4: Sea Freight from Liverpool to Bangkok

After the origin documentation and shipping arrangements were completed, the cargo departed from the United Kingdom as an LCL sea freight shipment.

LCL — Less than Container Load — means the cargo does not occupy an entire container and is consolidated with other shipments.

For this shipment:

Cargo: Supplements
Weight: approximately 1.3 MT
Origin: Liverpool, UK
Port of Discharge / Transit: Bangkok, Thailand

Once the shipment reached Bangkok, the next phase of the operation began.

This is where the shipment changed from an international sea freight movement into a Thailand customs transit and cross-border trucking operation.

Step 5: Cargo Arrival and D/O in Bangkok

After the vessel arrived in Thailand, the cargo arrival status and shipping documents had to be checked before the shipment could proceed.

The next operational step involved obtaining/exchanging the Delivery Order (D/O) and completing the relevant local shipping-line or agent procedures.

The D/O is an important part of the cargo release process because it enables the subsequent handling and customs procedures to move forward.

At this stage, timing and document coordination matter.

The cargo cannot simply arrive in Bangkok and immediately be loaded onto a truck for Myanmar.

The Thai transit procedures must first be completed.

Step 6: Preparing the Transit Customs Declaration

Because the final destination was Myanmar rather than Thailand, the shipment required the relevant Thai customs transit procedure.

Provila prepared and coordinated the transit customs declaration based on the shipment documentation and intended route.

The documents and cargo details need to correspond with one another, including information such as:

B/L → Cargo Description → Quantity/Weight → Shipping Mark → HS Code → Transit Route

For this shipment, the HS Code used was: 21069092

HS classification should always be determined based on the actual product composition, characteristics, intended use and supporting documentation. The HS code shown here refers specifically to the classification used for this shipment.

Step 7: Thai Customs Procedures and Cargo Inspection

Once the transit declaration was prepared, the shipment proceeded through the applicable customs procedures.

Customs officers could verify the documents and inspect the cargo as required.

This is another reason why the Shipping Mark and documentation prepared at origin are important.

The information appearing on the shipment needs to allow the physical cargo to be connected with the relevant shipping and customs documentation.

After the applicable customs procedures were completed, the shipment could proceed to the truck-loading stage.

Step 8: Arranging an Enclosed Truck for the Transit Movement

Provila arranged an enclosed truck to enter the cargo handling area and collect the shipment.

The cargo was then loaded onto the truck.

At this point, the shipment was transitioning from: Sea Freight 🚢 to Cross-Border Road Transportation 🚚

But the cargo was still moving under the applicable Thai customs transit procedure.

Therefore, loading the cargo was not the end of the customs process.

Step 9: Closing the Truck and Applying the Customs Seal

After the cargo was loaded, the truck doors were closed and the relevant Customs Seal procedure was completed.

The seal plays an important role during a transit movement because the cargo is travelling through Thailand toward the designated border point under customs control.

The truck then departed Bangkok and travelled toward the designated border customs checkpoint.

This creates a controlled movement: Bangkok → Customs Transit → Border Checkpoint

rather than a normal domestic delivery within Thailand.

Step 10: Arrival at the Border Checkpoint

When the truck arrived at the designated border checkpoint, the transit movement had another customs stage to complete.

The relevant customs officers could verify:

Transit documentation

Vehicle/cargo information

Customs Seal

Cargo, where inspection was required

After the applicable transit procedures were completed, the cargo could proceed toward Myanmar.

The shipment therefore completed its Thailand transit journey:

UK 🇬🇧 → Sea Freight → Thailand 🇹🇭 → Customs Transit → Cross-Border Truck → Myanmar 🇲🇲

Why This Shipment Required Planning Before Leaving the UK

One of the most important lessons from this case study is that cross-border transit does not begin at the Thailand–Myanmar border.

It begins much earlier.

For this shipment, several elements had to connect correctly:

Origin Documentation
↓
Bill of Lading
↓
Shipping Mark
↓
Sea Freight to Thailand
↓
Cargo Arrival & D/O
↓
Transit Customs Declaration
↓
Thai Customs Procedures
↓
Truck Loading & Customs Seal
↓
Transit Movement to Border
↓
Border Customs Procedures
↓
Myanmar

A problem with documentation prepared at origin can therefore affect operations later in Thailand.

This is why reviewing the logistics structure before the supplier ships the cargo can be particularly important for transit shipments.

Thailand as a Transit Point for Cross-Border Logistics

Thailand's geographic position allows international cargo arriving by sea or air to connect with road transportation to neighboring markets.

Depending on the shipment, routing and applicable regulations, cargo may move through Thailand toward destinations such as Myanmar, Laos, Cambodia or Malaysia.

However, transit shipments require more than arranging international freight and booking a truck.

The shipping documents, customs procedure, cargo handling, transportation and border formalities need to form one coordinated logistics flow.

For businesses shipping cargo through Thailand, working with a local logistics partner that can coordinate both the Thailand side and the onward cross-border movement can simplify communication between the different parties involved.

How Provila Supports Cross-Border Transit Shipments

At Provila Holding Co., Ltd., we coordinate logistics solutions for businesses moving cargo into, out of and through Thailand.

Depending on the shipment requirements, our services include:

🚢 Sea Freight – FCL & LCL
✈️ Air Freight
🛃 Customs Clearance & Transit Coordination
🚚 Cross-Border Transportation
📄 Import, Export & Transit Documentation Coordination
🏭 Cargo Pickup & Delivery
🌏 International Freight Forwarding

Our approach is to understand the complete shipment route first — from origin through Thailand and onward to the final destination — so that the different stages can be coordinated as one logistics movement.

Planning a Shipment Through Thailand to Myanmar?

If your cargo is arriving from Europe, China or another international origin and needs to transit Thailand before continuing to Myanmar by road, Provila can assist with coordinating the Thailand-side logistics and cross-border transportation requirements.

For transit cargo, we recommend reviewing the proposed routing, B/L details, cargo information and shipping documents before the cargo departs from origin, because these details can affect the procedures required when the shipment reaches Thailand.

PROVILA — Your Logistics Partner

📧 sales@pro-vila.com
📞 +66 81 645 0898

Cargo loaded in the container included:

Used van

Six-wheel truck

Motorcycle

Automotive spare parts

Refrigerator

Fans

Because several different cargo types were loaded into the same container, careful planning of the loading process and shipment documentation was especially important.

Why This Shipment Required More Than Ocean Freight

From the customer's perspective, this was one export shipment.

Operationally, however, it involved multiple service providers and activities:

Shipping line

Container depot

Tractor / trailer

Crane

Labour

Export customs procedures

Port operations

Shipping documentation

Cameroon BESC certification

Instead of coordinating these parties separately, the customer appointed Provila as the central logistics coordinator.

The objective was simple: One Shipment. One Point of Coordination.

Step 1: Customer Prepares the Export Documents

Before the physical movement of the container began, the customer prepared the key documents required for the shipment.

These included:

Department of Land Transport documentation

Because the shipment included used vehicles, the customer prepared the relevant documentation from Thailand's Department of Land Transport (DLT) for the export process.

Vehicle exports require additional preparation compared with general cargo, so the vehicle-related documentation should be reviewed before loading and export customs procedures begin.

Commercial Invoice

The Commercial Invoice describes the goods being exported and provides the commercial information used in the shipment documentation and customs process.

Packing List

The Packing List identifies the cargo included in the shipment.

For this case, that was particularly important because the container contained several different types of goods.

Provila used the customer-provided information as part of the preparation for the export process.

Step 2: Vessel Booking from Bangkok to Douala

Once the shipment information was available, Provila arranged the ocean freight booking.

The route was: Bangkok Port, Thailand → Douala Port, Cameroon

Container type: 1 × 40'GP

The booking process was not considered separately from the loading plan.

The vessel schedule, container pickup, loading date, export customs procedures and port cut-off had to be coordinated so that the container could reach Bangkok Port within the required shipping timeline.

This is one of the key differences between simply purchasing freight and managing a complete export shipment.

A freight rate is only one part of the operation.

The other activities need to fit around the vessel schedule.

Step 3: Empty Container and Trucking Arrangement

After the booking was confirmed, Provila arranged a tractor unit to pick up the empty 40'GP container and transport it to the customer's yard.

For many export shipments, the container remains mounted on the trailer during loading.

For this shipment, however, the customer's loading arrangement required the container to be placed down at the yard.

That meant additional equipment and coordination were necessary.

Step 4: Crane and Labour Coordination at the Customer's Yard

Provila coordinated:

Tractor / trailer

Crane

Labour team

Container positioning

Loading operation

The crane was used to lift the empty container down from the trailer at the customer's yard.

Once the container was positioned correctly, the loading team could begin arranging the vehicles and other cargo inside.

This step demonstrates why complex export shipments require detailed coordination.

If the crane arrives but the container is not ready, or the labour team arrives before the equipment, time and cost can quickly increase.

Each party therefore needed to follow the same loading schedule.

Step 5: Loading the Cargo into the 40'GP Container

The cargo consisted of several different items: Used Van, Six-wheel Truck, Motorcycle, Automotive Spare Parts, Refrigerator, Fans

All were loaded within the same 40'GP container.

Mixed cargo requires careful planning because different goods have different dimensions, weights and handling requirements.

The loading team needed to make efficient use of the available container space while maintaining a practical arrangement for transportation.

Provila coordinated the labour and equipment required for the loading process.

Once loading was completed, the container was prepared for onward transport to Bangkok Port.

Step 6: Export Customs Clearance

Provila handled the export customs procedures for the shipment.

The scope included preparation and submission of the:

Export Customs Declaration

The export declaration was prepared using the shipment and cargo information provided in the supporting documentation.

Cargo Movement / Transport Control Document

Provila also prepared the relevant movement documentation required for transportation of the export cargo through the customs process.

Export customs procedures are an important milestone because the physical movement of the container, document preparation and port schedule must all remain aligned.

A delay in one area can affect the entire shipping plan.

Step 7: Loaded Container Delivered to Bangkok Port

Once loading and the relevant export procedures were completed, the loaded container was placed back on the tractor and transported from the customer's yard to Bangkok Port.

The timing had to match the vessel and terminal cut-off requirements.

This is why Provila planned the process as one connected operation rather than treating trucking, loading and customs as separate tasks.

The journey up to this point looked like: Empty Container Pickup → Customer Yard → Crane → Loading → Export Customs → Loaded Container → Bangkok Port

Only after those stages were completed could the shipment proceed to the international ocean freight stage.

Step 8: Shipping Documentation

Provila also handled the major shipping documents and submissions associated with the ocean freight booking.

These included:

Shipping Instruction — S/I

The Shipping Instruction provides the shipping line with the information required to prepare the Bill of Lading.

The information must be consistent with the shipment details and commercial documentation.

Verified Gross Mass — VGM

Provila handled the VGM submission for the container.

VGM is an important part of container shipping documentation and must be submitted according to the requirements of the shipment and carrier.

Bill of Lading — B/L

Provila coordinated the Bill of Lading process with the shipping line.

The B/L reflects the agreed shipment details including the shipper, consignee, cargo description, ports and other transportation information.

For an international shipment, accuracy across the Commercial Invoice, Packing List, Shipping Instruction and Bill of Lading is important.

Step 9: BESC Certificate for Cameroon

Another important requirement for this shipment was the BESC Certificate.

BESC is a cargo tracking / shipment documentation requirement associated with imports into Cameroon.

Provila coordinated the BESC process for this shipment so that the required documentation could be prepared in connection with the cargo moving to Cameroon.

This is a useful example of why exporters should check destination-country documentation before the shipment is completed.

Exporting goods successfully from Thailand does not necessarily mean that all destination requirements have been satisfied.

Different countries may require additional certificates or cargo documentation.

For this shipment, the destination-specific document was BESC.

Step 10: Ocean Freight from Thailand to Cameroon

After the container entered Bangkok Port and the required export and shipping documentation had been prepared, the cargo proceeded by ocean freight from: Bangkok Port, Thailand to Douala Port, Cameroon

This marked the international transport stage of the project.

However, from Provila's perspective, the project started long before the container reached the vessel.

The ocean freight was only one part of the complete logistics chain.

Step 11: Arrival in Cameroon

The shipment subsequently arrived at Douala Port, Cameroon.

The cargo was cleared at destination and the shipment was completed.

This is important for the case study because the project is not being presented as an ongoing shipment or hypothetical example.

It is a completed real shipment handled by Provila.

What Provila Handled in This Shipment

Provila's scope included:

International Freight

Ocean freight booking

Bangkok Port → Douala Port

Container & Inland Operations

Empty container arrangement

Tractor / trailer

Transport to customer yard

Container transport to Bangkok Port

Loading Support

Crane coordination

Labour coordination

Container positioning

Loading coordination

Export Customs

Export customs declaration

Cargo movement documentation

Shipping Documentation

S/I

VGM

B/L

Destination-related Documentation

BESC Certificate for Cameroon

The customer therefore had one primary logistics coordinator across multiple stages of the export.

The Importance of Planning Mixed-Cargo Exports

One of the key lessons from this shipment is that mixed cargo requires more preparation than simply securing container space.

When a shipment contains several different types of goods, exporters should consider:

Cargo Description

The description of each cargo item should be reflected accurately in the commercial and shipping documents.

Vehicle Documents

Used vehicles may have specific administrative requirements before export.

These should be addressed before the shipment reaches the port.

Container Space

Vehicles, motorcycles, spare parts and household-type goods have very different shapes.

Container loading therefore needs to be planned carefully.

Destination Requirements

The exporter and importer operations, loading, customs and trucking must all be scheduled around the port and vessel deadlines.

Why One Point of Coordination Matters

A shipment like this can potentially require communication with:

Shipping line

Container depot

Trucking provider

Crane operator

Labour team

Customs-related parties

Port / terminal

Documentation provider

Destination certificate provider

If the customer coordinates each party individually, information can become fragmented.

One provider may change the schedule without another provider knowing.

A document may be updated but not shared with the trucking or shipping team.

For this shipment, Provila acted as the central coordination point across the process.

That is the practical meaning behind:

ONE SHIPMENT. ONE POINT OF COORDINATION.

Used Vehicle Export from Thailand: What Should Exporters Prepare?

This case also provides several useful considerations for businesses planning to export used vehicles from Thailand.

Before booking, exporters should check:

Vehicle ownership / registration documentation

Relevant DLT procedures

Commercial Invoice

Packing List

Destination-country import requirements

Container size and loading plan

Ocean freight schedule

Export customs requirements

Destination certificates such as BESC where applicable

Requirements can vary depending on the vehicle, destination, consignee and shipment structure.

For that reason, exporters should confirm the specific requirements before moving the cargo.

Thailand to Cameroon Shipping: More Than a Freight Rate

When requesting a quotation for Thailand → Cameroon, it is useful to look beyond only the ocean freight rate.

A complete shipment may also involve:

Empty container trucking

Loading equipment

Labour

Export customs

Port-related operations

Shipping documentation

Destination documentation

Other shipment-specific services

For this case, the customer required support across nearly the entire export workflow.

That is why an end-to-end quotation and operating plan can provide a clearer picture than looking at ocean freight alone.

What This Shipment Demonstrates About Provila

Case Study #001 showed how Provila handled an LCL food import from China to Thailand, involving documentation, Thai FDA procedures, customs clearance, insurance and delivery.

Case Study #002 demonstrates another side of the business: Exporting complex cargo from Thailand to an international destination.

Together, the cases show that Provila works across both: IMPORT → THAILAND and THAILAND → EXPORT MARKETS

with coordination across freight, customs, transportation and documentation.

Planning an Export from Thailand?

If you are planning to export:

Used vehicles

Auto parts

Machinery

Commercial cargo

FCL or LCL shipments

from Thailand to Africa or other international markets, the Provila team can discuss the logistics arrangement with you.

Our services include:

Sea Freight

Why This Case Study Matters

Every food import into Thailand involves multiple countries, multiple agencies, and a chain of documents that must align before a single carton crosses the border.

This case study walks through a real LCL shipment of dried konjac rice from Shanghai to Bangkok that Provila handled end-to-end. Client and supplier details have been anonymized, but every procedural step reflects the actual shipment.

If you are considering importing food products from China to Thailand — whether a specialty health food, an ingredient, or a consumer product — this article gives you a practical picture of what the process involves.

Step 1: Product Qualification and Pre-shipment Preparation

Before any logistics work begins, the product itself has to be qualified for the Thai market.

Dried konjac rice is classified as a food product under Thai FDA regulations. This means it requires an import permit from the Food and Drug Administration of Thailand and must meet Thai food safety standards before it can be cleared through customs.

At this stage, the key task was confirming that the Chinese supplier could provide:

A Certificate of Analysis (COA) from a certified laboratory

Product and labeling information sufficient for the Thai FDA application

A Form E — the preferential origin certificate issued under the ASEAN-China Free Trade Agreement (ACFTA)

Form E enables qualifying Chinese goods to enter Thailand at a reduced import duty rate compared to the standard MFN tariff. Whether a product qualifies depends on its HS Code and whether it meets the origin criteria under ACFTA — so this was confirmed with the supplier before the purchase was finalized.

Step 2: Thai FDA Import Permit Application

Thai FDA preparation must begin well before the shipment departs China. Processing time varies depending on the product type, the completeness of the submission, and current FDA workload — so building this step into the procurement timeline, not just the shipping schedule, is essential.

For dried konjac rice, the importer was required to submit documents to the FDA including:

Product registration or notification documents depending on the applicable food category

Label review confirming Thai-language labeling meets local requirements

Certificate of Analysis (COA) from the manufacturer

Manufacturing facility information from the Chinese supplier

Provila coordinated the document checklist with the importer to ensure the application was complete before submission. An incomplete application causes delays — and delays become costly once cargo is already in transit.

Step 3: Purchase Order and Shipment Booking

Once FDA preparation was underway and product availability was confirmed, the importer issued a Purchase Order and Provila proceeded with booking the shipment.

For an LCL shipment, the cargo is consolidated with other shippers' freight inside a shared container. This is a practical and cost-effective choice for importers whose volume does not justify a full 20-foot or 40-foot container.

The booking process involved:

Confirming cargo dimensions, gross weight, and packing details with the supplier

Selecting a consolidator operating a reliable LCL service from Shanghai to Bangkok

Aligning on shipment terms with the supplier

Step 4: China-Side Coordination

This stage is often invisible to importers — but it is where document problems most commonly originate.

Provila's coordination on the China side covered:

Document preparation and review: The supplier was required to produce a Commercial Invoice, Packing List, and Form E. Provila reviewed every document before the vessel sailed to identify any discrepancies. Common issues include mismatches between the invoice and packing list, errors in the Form E, or product descriptions that do not align with the Thai FDA permit.

Export clearance monitoring: The cargo needed to complete export customs clearance in China before loading. Provila monitored this step to confirm the goods were loaded on the nominated vessel as scheduled.

Cut-off deadline management: LCL consolidations operate on strict schedules. Missing a cut-off means waiting for the next available sailing — potentially adding a week or more to transit time.

Step 5: Document Set for Thailand Import

By the time the vessel departed Shanghai, the following documents needed to be complete and consistent with each other:

Document

Purpose

Commercial Invoice

Declares the value of goods for customs and insurance purposes

Packing List

Details physical contents, weights, and dimensions

Bill of Lading (B/L)

Title document issued by the carrier; required to take delivery of cargo

Form E

Preferential origin certificate for potential ASEAN-China FTA duty benefit

Certificate of Analysis (COA)

Required by Thai FDA; confirms product composition and safety

Thai FDA Import Permit

Authorizes the specific food product to enter Thailand

Provila reviewed all documents against each other and against the FDA permit before the shipment arrived.

Step 6: Marine Insurance

Provila arranged marine cargo insurance for the sea leg of this shipment.

Marine insurance is particularly important for food products because they are sensitive to damage from moisture, temperature variation, and handling — and LCL cargo passes through a consolidation warehouse, which increases the number of physical handling points during transit.

Step 7: Vessel Arrival and Document Processing at Bangkok

When the vessel arrived at PAT Bangkok, Provila processed the arrival documents on the Thai side.

This involved:

Submitting the Bill of Lading (B/L) to initiate the import process

Obtaining the Delivery Order (D/O) from the shipping line or their local agent, which authorizes release of cargo from the terminal

Processing the LPI (License per Invoice) — the Thai FDA document that links the import permit to the specific commercial invoice, required for food product clearance

At this stage, timely processing matters. Terminal free time is limited, and storage charges begin to accumulate once that period expires.

Step 8: Import Declaration and Customs Clearance

With documents in order, the import declaration was filed through Thailand's e-Customs system.

For food products, the declaration must reference the Thai FDA import permit. This links the customs entry to the pre-approved product and triggers the FDA inspection process.

On import duty: Because the supplier issued a Form E, the shipment was assessed for eligibility under the ASEAN-China FTA preferential tariff. Whether a reduced rate applies depends on the specific HS Code and whether the product meets the applicable origin criteria — these were verified before the declaration was filed.

In addition to import duty, VAT applies to commercial imports into Thailand. Other taxes or levies depend on the specific product classification and applicable regulations at the time of import.

Step 9: Thai FDA Inspection and Release

For food products, Thai FDA conducts an inspection at the point of import. The scope of inspection depends on the product type and may include:

Document inspection — reviewing the COA, import permit, and labeling

Physical inspection — examining product packaging and labeling against the approved registration

Laboratory testing — in some cases a sample is collected for analysis before release is granted

Provila tracked the status of the FDA inspection and maintained contact with the relevant parties to support prompt processing.

Step 10: Final Delivery

Once customs clearance and FDA release were both completed, the cargo was released from the terminal.

Provila arranged inland trucking from PAT Bangkok to the importer's facility. For LCL shipments, cargo is typically stripped at the deconsolidation warehouse of the LCL operator before onward delivery.

The importer received the full cargo with the complete set of import documents — customs entry, duty payment receipt, and FDA release records — for their files.

What This Shipment Illustrates

Looking across the ten steps, a few things stand out as consistently important in food import shipments from China to Thailand:

FDA preparation takes time and must start early. Food products cannot be cleared without a valid import permit. Building this into the procurement timeline — not just the shipping schedule — prevents the situation where cargo arrives before the permit is ready.

Document accuracy matters before the vessel sails. Errors in the Commercial Invoice, Packing List, or Form E are much easier and less costly to correct before departure than after arrival at customs.

Form E eligibility should be confirmed before purchase. The ASEAN-China FTA preferential tariff can reduce import duty, but eligibility depends on HS Code and origin criteria. It is not automatic — it needs to be verified for each product.

LCL is a practical option for smaller volumes. Shanghai to Bangkok LCL services run on regular schedules and are well-suited for importers who do not need a full container.

Import Food from China to Thailand — Key Considerations

If you are planning a similar import, here are the main points to keep in mind:

Thai FDA import permits are required for food products. Start the application process early.

Form E must be issued by the supplier and presented at customs. Confirm eligibility with your supplier before finalizing the purchase.

Import duty, VAT, and other applicable taxes are calculated based on HS Code, declared value, and applicable regulations at the time of import. These should be estimated during the commercial planning stage.

Working with an experienced logistics partner who understands both the freight and the customs clearance process reduces the risk of gaps between the two.

Work with Provila on Your Next Import

Provila Holding Co., Ltd. is a Thai-registered logistics company based in Bangkok.
